You will serve as a HUMAN RESOURCES SPECIALIST (LABOR REL/EMPL REL) with NAVAL FACILITIES ENG COMMAND HAWAII. Salary ranges: GS-11 = $75,640-$98,330 GS-12 = $90,662-$117,856

Duties

You will advise managers on provisions governing collective bargaining agreements. You will maintain labor relations documentation in accordance with regulatory guidance. You will advise managers on the application of civilian personnel policies and procedures in employee relations matters (e.g., discipline, grievances, appeals, fair employment practices, reasonable accommodations). You will develop case strategies for administrative proceedings (e.g., Merit Systems Protections Board or other third party). You will interview employees and supervisors involved in disputes to determine if there are grounds for a formal grievance. You will brief managers on employee relations program management. You will write papers to support management's position on labor and employee relations issues.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Must complete the Navy Labor Negotiation Seminar and Management Representative courses.

Qualifications

To qualify for the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Recommending courses of action/proposals for management to consider on employee performance management and/or conduct issues; 2) Participating in the research and developing management's strategy for bargaining with union officials; 3) Managing the administration or advising on various programs such as leave administration/hours of work, awards/recognition, quality of life. NOTE: This experience must be fully supported by your resume. To qualify for the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Recommending courses of action/proposals for management to consider on employee performance and conduct issues; 2) Participating in the negotiation or renegotiation of contracts (new and midterm) with management and union officials; 3) Responding to allegations of Unfair Labor Practices (ULPs) by union officials or third party reviewers (FLRA); 4) Developing proposals or counter proposals to/from union officials to strengthen management's positions on negotiable matters. Education

For the GS-11: Applicants that do not have the specialized experience described under the Qualifications section may qualify with education or a combination of education and experience as follows:

A. You have successfully completed a Ph.D. or equivalent doctoral degree.

OR

B. You have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR

C. You have successfully completed an LL.M. degree that is related to the position being filled.

OR

D. You have a combination of experience and graduate education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent.
