This position serves as supervisor of the Information Technology (IT) Resource Management Division, Technology Office (TO), Business Center - Operations Office, Rural Development (RD), United States Department of Agriculture (USDA). As the IT Resource Manager, the incumbent supervises a division responsible for IT financial management, cost estimate, and acquisition support for all phases of the program management and system lifecycle.
Duties
Supervises federal staff and oversees contractors to ensure the accuracy of funds control, commitment, obligation, and disbursement data and provide financial management reports
Represents the IT resource management and business relationship programs in dealings with other organizations, top management, and others.
Manages the development of IT procurement strategy and policy, and evaluation of the IT procurement initiatives RD contractual services, hardware, and software acquisitions. Represent RD in contract related matters with Departmental offices.
Participates in all phases of planning, formulation, analysis, justification, presentation, execution, and review of investment level multi-year budget and program for the development, procurement, and modification of the project.
Tracks major cost elements that represent the entire cost of the investment which includes labor costs for Federal full-time equivalents (FTEs), as well as costs for contracts, hardware, software, travel, training, and other significant cost factors.
Directly and through subordinates, supervises Division Federal staff and contractors, whose work is predominantly at grade GS-13.
Defines objectives and general operating procedures; exercises related personnel management functions, which include the development and assignment of goals, objectives and policies for subordinate supervisors and organizations.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next level in the normal line of progression for the position being filled.
In addition to meeting the basic requirement, qualified applicants must possess: For the GS-15 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-14 level; or its non-Federal equivalent that demonstrates: Leadership experience at a managerial level that includes visioning, strategic planning, goal setting, metric development, and financial and IT acquisition management to include budgeting, funding, and procurement preparation for IT projects. Experience advising on and interpreting the laws that govern the budget cycle and OMB Circular A -11. Experience monitoring the execution of approved financial plans, and recommending the reprogramming of resources. Experience with all aspects of procurement policies and procedures. Skill in leading, supervising and managing a multi-disciplined and culturally diverse workforce, including fostering teamwork and morale; attracting, retaining, motivating, and providing guidance to a diverse workforce.
There is no substitution of education for experience at the GS-15 level.
