Duties

You will serve as a Program Analyst in the Office of the Chief of Naval Operations, Undersea Warfare Division, Subsea and Seabed Warfare Branch Integrated Undersea Surveillance Systems (IUSS) Team. You will implement responsibilities for naval undersea and submarine warfare programs, including Reserve Component support requirements. You will shape policy for undersea force planning, programming, budgeting, requirements development, and portfolio management of the platform, payload, people and posture for Integrated Undersea Surveillance System. You will advise Chief of Naval Operations (CNO) on the formulation, coordination, supervision, and execution of Navy improvements for Undersea Warfare for submarines. You will serve as principal advisor and representative on service strategic guidance to reflect the CNO’s priorities for the development of follow-on Navy service planning documents. You will develop, analyze, evaluate, advise on, or enhance the effectiveness of organizational structures and procedures. You will shape policy for undersea force planning, programming, budgeting, requirements development, and portfolio management of the platform, payload, people and posture for Integrated Undersea Surveillance System. You will apply knowledge of Navy Planning, Programming, Budgeting, and Execution (PPBE) and Program Objective Memorandum (POM) processes.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position requires Top Secret/SCI security clearance.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying knowledge of management principles, concepts and techniques for fact finding and analysis, and expert skill in planning, organizing, leading, and conducting complex assessments, as well as skills in justifying or resolving matters involving significant or controversial issues. Examples of specialized experience may include the following: 1) Preparing and presenting recommendations and briefings in approved formats to leadership and representing the organization in meetings and conferences; 2) Interpreting the intent of guidelines and deviating from standard methods to develop new approaches, methods, criteria and policy for analyzing information; 3) Evaluating the impact of fiscal policy changes and funding adjustments on program execution along with a firm understanding of applying strategic guidance; 4) Planning, organizing, designing, and carrying out programs, projects, complex analytical studies, and other substantive matters on key naval programs; 5) Applying excellent communication skills across media forums to highest levels of international partners, policy makers, and resource decision-makers; 6) Applying knowledge of Headquarters staff work, particularly Department of Defense or Department of Navy.
