The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.

Duties

Developing written policies, goals, and objectives governing current and future DTIC search and discovery capabilities and applications. Directing and/or conducting concept or user studies that evaluate trends, assess new technologies, and or identifies evolving customer business requirements for information and data support within the scientific community. Performing detailed customer requirements analysis for all new or updated DTIC tools/programs/applications, documenting processes, and performing government acceptance testing. Developing documentation for all DTIC products, tools, and applications while working with users to gather technical and functional requirements. Identifies alternate methods to search for and retrieve relevant information to better support customers' research requests. Serves as a liaison to DTIC's community of users, seeking their collaboration and input on technical subject areas and scientific topics.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: experience in gathering, documenting, and analyzing user requirements and translating them to functional, technical, and system requirements; performing acceptance (requirements validation) testing; project management of search, collaboration, data analytics, and/or identity and access management capabilities; incorporating artificial intelligence and machine learning capabilities into products or tools; , Agile Software development and the DevSecOps process framework; supporting user lifecycle management; and explaining and presenting concepts to technical teams and non-technical users in an understandable way. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. You will receive credit for all qualifying experience, including volunteer experience. Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.
