The incumbent is responsible for operating and maintaining the core business systems.

We encourage you to read this entire vacancy announcement prior to submitting your application.As a Management and Program Analyst, GS-0343-09, you will be responsible for:• Identifying procedural problems in program operations and systems, using quantitative or qualitative methods. • Conducting risk assessments, evaluations of internal operations and work procedures and tests of internal controls, identifying problems and recommending resolutions. • Assisting in the design, development, documentation, and implementation of various reporting systems, workflow applications, and/or dashboards to improve business operations. • Reviewing reports and studies to ensure that user requirements are met and appropriate rules and regulations are utilized.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-09, if you possess the specialize experience, education, or a combination of the two.Specialized Experience for the GS-9One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments:1. Experience in assisting with to identify, consider, and/or resolve issues or problems.2. Experience evaluating procedures and/or internal operations to identify problems and communicating recommendations effectively.3. Experience in the design, development, documentation, or implementation of reporting systems, workflow applications, and/or dashboards.OREDUCATION (see EDUCATION SECTION of the vacancy announcement)OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade levelKnowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of management analysis techniques to identify, consider, and resolve issues or problems.2. Knowledge of regulations and directives as well as specific directives, programs, and missions to understand their impact on programs.3. Knowledge of operating guidelines governing administrative programs to help initiate program changes.4. Skill in briefing managers and in communicating tentative recommendations regarding efficiency in program operations.
Education
You may meet the minimum qualifications of this position by meeting the following education options.

Two years of graduate education (beyond a bachelor’s degree).

A master's degree or equivalent degree or
LL.B. or J.D., if related
or
A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.
