This position is located in the Bureau of International Narcotics and Law Enforcement, Executive Office, Administration and Support Division (INL/EX/AS). The incumbent serves as a Management and Program Analyst and is the subject matter expert (SME) to the Administrative Officer providing expert knowledge and advice concerning personnel regulations, policy, organizational structure and performance measures and reviews and is responsible for a full range of duties focused on workforce analysis.
Duties
Conducts comprehensive workforce needs assessment studies to formulate an integrated comprehensive human capital planning and conducts research and benchmarking studies to identify future trends, strategies, etc.

Conducts complex, cross organizational needs assessments and recommends improvements in policies and practices where possible to ensure the Bureau is properly guided in carrying out essential responsibilities.
Coordinates and executes a broad range of critical and time sensitive analytical projects and assignments that have significant impact on efficiently and effectively executing the front office daily operations.
Serves as POC for the evaluation, forecasting, planning, analytic support, and development of information necessary for the effective management of human resources in the bureau.
Analyzes functions, processes, and alternatives; implements process improvements, including new/revised policies and business practices; and coordinates these activities as necessary.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing expert advice concerning personnel regulations, policy, organizational structure (strategic hiring, strategic staffing reviews) and performance measures.
Experience evaluating workforce challenges and propose potential solutions with cost and benefits
Experience in workforce analysis to provide recommendations to senior management officials
There is no substitute of education for specialized experience for the GS-14 position.
