The primary purpose of this position is to provide planning, directing, organizing, and exercising control over the disbursing operations; and to manage nonsupervisory cashiers, paying agents, change fund custodians, collection and disbursing agents assigned under Davis Monthan AFB.

Duties

1. Plans, organizes, and directs the activities of Davis Monthan AFB Disbursing Operations, ensuring that disbursing and cash operations complies with legal and regulatory requirements and meets customer needs. 2. Assumes financial responsibility and pecuniary liability for physical loss of funds as well as illegal, incorrect, improper and/or erroneous payments. 3. Performs reconciliations, balancing, and auditing of receipts and disbursements in a large number of categories using the Automated Disbursing System (ADS). 4. Receives and examines complex payroll authorization documents (e.g., leave authorization forms, allotments, employee organization deductions, etc.), makes computations and prepares proper forms for the pay of the full variety of civilian positions (e.g., doctors, nurses, firefighters, etc.). 5. Represents 355th Comptroller Squadron with a variety of installation and functional area organizations. 6. Provides customer service in person or by telephone and completes correspondence (e.g. answers written inquiries, prepares letters to obtain missing information etc.) related to civilian pay and disbursement functions.

  • This is a Financial Management Level 1 certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • Must be able to obtain and maintain a secret security clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge of the financial policies, precedents, goals, objectives, regulations, and guidelines of disbursing operations. Knowledge of the organizational structure and functions of the agency; US Treasury policies, banking processes, regulatory procedures, and administrative and financial management systems. Knowledge of information technology software and hardware to analyze and interpret financial data. Knowledge of cash accountability control, methods, procedures, and techniques to conduct difficult and responsible analysis and determinations within a complete accounting system to validate transactions and to perform research to resolve inconsistencies as the Deputy Disbursing Officer. Knowledge of systems policies and procedures and generally accepted financial practices, methods and techniques dealing with disbursing operations and civilian payroll and/or time and leave matters in order to perform assignments dealing with problems of a procedural or factual nature. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used accounting methods, practices, procedures, regulations, policies and processes and the ability to articulate this information to employees, supervisors, budget analysts, disbursing agents, managers and Commanders both at the local and command level. 2. Knowledge of missions, functions, goals, objectives, work processes and sources of funding pertinent to installation programs/organizations; AND Knowledge of financial management (military pay, civilian pay, travel) and accounting terminology/structures and the interrelationship of accounts and the effect of transactions on the overall system of ledgers. 3. Knowledge of automated data processing concepts and systems capabilities to accomplish required tasks with understanding of how the internal systems interact and relate to input/output data; AND Knowledge of resource management security regulations, practices, and procedures. 4. Ability to gather facts, assemble and analyze data reflected in accounting reports; evaluate methods to accurately assess information and make sound decisions and correct deficiencies to reconcile transactions and balance accounts. 5. Ability to establish and maintain effective relationships with and gain the cooperation of various levels of management within the federal and/or private sectors. 6. Ability to communicate effectively, both orally and in writing to justify, defend, present and/or advise on accounting, disbursing, payroll or travel processes and actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
