The primary purpose of this position is to provide customer support on all pay and travel matters to military and civilian personnel, both active duty and retired.
Duties
Receives, examines, processes, and follows-up on a wide variety of pay entitlement document/actions in one or more specially area (e.g., active, reserve, retired, civilian, and/or annuitant) and travel documents which require carrying out numerous different unrelated procedures.
Audits work on various pay actions (e.g., settling back pay claims, resolving recent pay problems, etc) ensuring the pay files are correctly updated and in balance.
Receives and processes indebtedness actions against military members and civilian employees. Imitates debt collection actions for overpayment and prepares initial correspondence.
Provides miscellaneous technical task in support of pay and travel functions.
Provides customer service in person or by telephone, and completes correspondence (e.g., answers written inquiries, prepares letters to obtain missing information, etc.) related to military pay. Prepares reports and collects statistics for monthly submission to higher headquarters.

- Travel and relocation expenses will NOT be paid.
- Work may occasionally require travel away from normal duty station on military or commercial aircraft.

- This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012. Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a large body of rules, regulations, laws, procedures, or operations requiring considerable training and experience to perform the full range of standard clerical assignments and resolve reoccurring problems. Knowledge and skill to suggest specific changes to the guidelines, development of control mechanisms, additional training for customers and specific guidance related to the procedural handling of documents and information.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a body of standardized military pay rules, regulations, laws, allowances, and procedures
2. Knowledge of the data system(s) used to support military pay, civilian pay, and travel pay actions
3. Knowledge of federal debt collection rules and regulations
4. Skill in performing arithmetic computations to computer military pay, civilian pay and travel entitlements
5. Ability to interpret/apply regulations and procedures related to military pay, civilian pay and/or travel pay. Ability to communicate orally and in writing.
6. Ability to use a keyboard, a qualified typist in not required
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
