About the Position: Serve as the Installation's Senior Quality Assurance Evaluator for the food service dining facility and dining facility attendant services.

Duties

Use technical knowledge of food service operations to develop and implement surveillance techniques and procedures to inspect food service facilities. Determine contractor's effectiveness and conformance to contractual requirements. Report work performance deficiencies. Examine records such as receipts, inventories, purchases, and other administrative documents to verify the propriety of contractor transactions, charges, and timeliness of service. Act as liaison between the Chief, Installation Food Service Division and Organizational commanders. Replace the Installation Food Program Manger in his/her absence or during mobilization. Develop input for contingency plans in the event of full/partial mobilization to ensure viable food service support in the event of war. Serve as the Food Service Technician on the Contract Initial Source Selection Board.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed Tier 1 background investigation.
  • This position requires the completion of a pre-employment Physical Examination and annual examinations thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Appointment to this position is subject to a one year probationary period unless you have previously met the requirements as described in 5 CFR Part 315. While probationary, you can be terminated with limited appeal rights.

Specialized Experience: One year of specialized experience includes: (1) inspecting food operations at dining facilities; (2) determining contractor's effectiveness and/or conformance to food service contractual requirements; (3) resolving food service operations problems or recommending courses of action to resolve food service operations problems; and (4) utilizing office automation software to prepare reports and/or correspondence. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as: Business Administration, Food Services Management, Food Program Management, Quality Assurance, or another related field of study. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: CommunicationsContract Management/SupportTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
