This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DoD workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the installation's senior quality assurance evaluator for the food service dining facility and dining facility attendant services.

Duties

Determines contractor's effectiveness. Uses technical knowledge of food service operations to implement surveillance techniques and procedures to inspect food service facilities. Examines such records as receipts, inventories, purchases, and other administrative documents to verify the propriety of contractor transactions, charges, and timeliness of service. Acts as liaison between the Chief, Installation Food Service Division and Organizational commanders. Replaces the Installation Food Program Manger in his absence or during mobilization. Develops input for contingency plans in the event of full/partial mobilization ensure viable food service support in the event of war. Serves as the Food Service Technician on the Contract Initial Source Selection Board.

  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education/ experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience includes inspecting food operations at dining facilities; determining contractor's effectiveness and conformance to contractual requirements for food service; evaluating and coordinating a quality assurance program; and formulating and developing policies and procedures concerning a Food Service Program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
