You will serve as a EMERGENCY MANAGEMENT SPECIALIST in the Radiological Emergency Planning Divisions (Code 1056), Manager Radiological Controls Support (Code 1051S), Radiological Control Office (Code 105) of NORFOLK NAVAL SHIPYARD.

Duties

You will coordinate efforts with internal and external operational resources to ensure the shipyard's readiness to respond in the event of emergency. You will coordinate across agency lines to ensure resources, supplies, maintenance, documentation and required attention are provided to effected areas. You will create and maintain casualty preparedness plans. You will administer the Incident Command Systems during drills to reach level of preparedness as designated by the branch head. You will provide training and mentorship to lower level employees. You will analyze the impact of proposed legislation and regulatory guidance.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position requires that the selectee be willing and able to climb ladders and scaffolding.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a bargaining unit position.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of emergency management principles, procedures, and practices, including the National Incident Management System (NIMS) and Integrated Command System (ICS). Experience developing, coordinating, and conducting emergency management drills, exercises, and training programs. Experience evaluating and monitoring casualty preparedness and emergency response effectiveness. Experience using analytical skills to assess risks and develop mitigation strategies. Experience working with federal and state regulatory agencies and their roles in emergency preparedness and response. Experience using excellent oral and written communication skills to effectively convey complex information to diverse stakeholders. Experience negotiating and influencing to collaborate with senior managers from other federal activities and regulatory agencies. Experience facilitating partnership with local, state, and federal agencies to enhance emergency preparedness. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
