You will serve as a Emergency Management Specialist in the Radiological Refueling and Special Emphasis Manger office (Code 105.3B), Radiological Monitoring Division (Code 105.3), Radiological Controls Department (Code 105) of NORFOLK NAVAL SHIPYARD.
Duties
You will coordinate with internal and external operational resources to ensure the shipyard receives assistance during the threat of an emergency or during an actual emergency.
You will respond to actual emergencies and disasters that occur within assigned territory.
You will develop and disseminate steps and zoning information in preparation for planned and unplanned disasters.
You will coordinate across agency lines to ensure resources, supplies, maintenance, documentation and required attention provided to effected areas.
You will monitor and evaluate readiness of shipyard facilities during emergencies and drills.
You will administer the Incident Command Systems (ICS) during drills to reach level of preparedness as designated by the Deputy Division Head.
You will maintain emergency management response equipment and gear.
You will plan, conduct, and direct the Emergency Response Organization for Norfolk Naval Shipyard.
You will make recommendations to management concerning improved operational procedures and emergency management procedures.
You will develop new or revised procedures and policy to sustain the effectiveness of emergency program operations.
Requirements

- You will be required to successfully complete a pre-appointment physical examination.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience performing the daily function as related Radiological Emergency Planning and response procedures.
Experience in contingency planning and procedures, to include the Incident Command System (ICS) and National Incident Management System (NIMS).
Experience responding to and sustaining the effectiveness, coordination, and alignment of resources during emergencies and planned drills.
Experience interpreting Federal and local laws, and emergency response plans, and apply them to the shipyards Radiological emergency response models.
Experience developing goals, training plans, drill plans, and executing effective training to response personnel.
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience performing the daily function as related Radiological Emergency Planning and response procedures. ,
Experience in contingency planning and procedures, to include the Incident Command System (ICS) and National Incident Management System (NIMS).
Experience in interpreting Federal and local laws, and emergency response plans and apply them to the shipyards Radiological emergency response models.
Experience responding to and sustaining the effectiveness, coordination, and alignment of resources during emergencies and planned drills.

3 full years of progressively higher level graduate education leading to such a degree
