About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Responsible for achieving optimum control and accountability for nonexpendable equipment and reportable expendable property.
Maintain accountability for all property in the hands of government employees and contractors.
Make recommendations to improve existing operations and develops methods to adapt higher headquarters instructions to fit the local situation.
Maintain accountability of all property under the control of the Network Enterprise Center Fort Drum by maintaining accurate stock records, inventory management control, and cost effective equipment replacement.
Furnish equipment information to the Help Desk. Ensures that stocks are replenished as used or as dictated by mission.
Oversee the activity logistics functions.
Ensure guidance and assistance are provided to hand-receipt holders.
Conduct inventory management, stock record accountability, and storage management for all accountable property belonging to NEC-LEE
Serve as the vehicle fleet manager, directing the inventory and maintenance of Government owned or GSA leased vehicles.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to lift up to 30 pounds.
- Employee is required to obtain and maintain a Fork Lift Operators (FLO) license within the first
six months.
- Position requires a Secret security clearance.

GG-09 Qualifications:
To qualify based on your experience, your resume must clearly describe the following quality experience:
Assisting in monitoring use and expenditure rates of budgeted funds by review of documents and accounting records; aiding in the of preparing and organizing hand receipts, support in conducting inventories of equipment or supplies; knowledge of establishing and maintaining records of all required documentation.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain Management or Inventory Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized experience would be demonstrated by experience monitoring use and expenditure rates of budgeted funds by review of documents and accounting records; experience in preparing and organizing hand receipts, conducting inventories of equipment or supplies; establishing and maintaining records of all required documentation.
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain Management or Inventory Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
