You will serve as a SUPERVISORY SECURITY SPECIALIST as a SPECIAL ASSISTANT for the EXECUTIVE DIRECTOR OF COMNAVAIRLANT.

Duties

You will exercise your authority to plan, develop, and implement required security policies and procedures. You will be responsible for all planning, developing, coordinating, and implementing a physical security program appropriate for the organization. You will conduct surveys of industrial or other facilities to determine the organizational eligibility to work with and store classified and sensitive information. You will provide technical and administrative supervision, plan and establish Security Divisions work, develop and recommend staffing requirements, evaluate work performance, and recommend awards and bonuses. You will advise employees of rights and represent the Commander in all cases involving personnel security determinations. You will assess damage to national security when information or material has been compromised or sabotaged. You will direct and supervise the investigation of security incidents and violations/compromises to determine cause factors and prevent recurrence.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

To qualify for the SUPERVISORY SECURITY SPECIALIST, GS-0080-13 position, your resume must demonstrate at least one year (52 Weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying personnel security principles and methods to process initial investigations, clearances, periodic re-investigations, and clearance upgrades/downgrades, suspension, revocations, terminations, reinstatements and to complete the adjudication, and appeals processes. Experience evaluating internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Experience analyzing and reporting on clearance and appeals findings to senior security officials and makes appropriate notifications. Experience managing security equities (e.g., strategic, personnel, infrastructure, policy enforcement, emergency planning, and other resources) for a program or other area of responsibility. Experience establishing criteria for evaluating contractors and subcontractors (e.g., foreign ownership or influence; classification and clearance levels needed; product classification; need for restricted nuclear data; access to communications security, intelligence, or international organization information). Experience conducting surveys of industrial or other private facilities to determine the organization's ability to work with and store classified and sensitive information. Experience reviewing the nature of classified contracts to identify the level and kind of work to be performed in the facility and extent of security protection required for the programs involved. Experience developing security plans and conduct inspections of facilities possessing sensitive information. Experience analyzing unclassified, sensitive, and critical information that could adversely affect mission if revealed to those without a need to know. Experience advising on the protection of the unclassified, sensitive, and critical information.
