Duties
You will serve as a Financial Management Analyst in the Region Budget Formulation, Budget Formulation Division, Financial Management, Comptroller at Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC).
You will formulate budgets, spend plans and manage the execution to ensure maximum fund utilization (including civilian personnel requirements).
You will work with site Points of Contacts, Program Managers and Comptroller staff to identify requirements and provide advisement and recommendations to align funding as required.
You will use financial systems including SABRS, CFMS, SMARTS, Navy ERP and any other Navy approved accounting system to track, monitor, maintain and reconcile financial accounts.
Requirements

- This is a Financial Management Level II for GG12 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This must be achieved within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This is a Financial Management Level I for GG09 and GG11 certified position per National Defense Authorization Act (NDAA) 2012, Section 1599d. This must be achieved within prescribed timelines. Certification requirements are in DoDI 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:

-Experience assisting in formulating budgets and spend plans.
-Experience using multiple financial systems to reconcile financial accounts.
-Experience supporting managers and staff officials in planning financial budgetary and program changes.

GG11
-Experience extracting and analyzing data from financial systems and sources to prepare reports and answer data calls.
-Experience utilizing budgetary policies, precedents, procedures and regulations to develop alternate solutions to funding issues.
-Experience executing modifications to systems, programs and/or operations to establish criteria to investigate a variety of unusual problems and conditions.
This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0501-11.
GG12
-Experience providing financial execution guidance and assistance to accounting staff and managers.
-Experience analyzing and resolving a range of budgetary problems.
-Experience formulating budget estimates for programs.
-Experience analyzing financial information to ensure proper execution of funds within rules and regulations.

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
GG11
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a Ph.D degree
OR
Possession of an LL.M., if related.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.
Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
