Duties
You will serve as Supervisory Financial Management Analyst in Region Budget Execution, Budget Execution Division (N00FM2), Financial Management, Comptroller (N00FM) at Naval Computer and Telecommunications Area Master Station, Pacific (NCTAMS PAC).
You will perform or advise on work in any of the phases or systems of budget administration which may include development, determination, and interpretation of budgetary policies and practices.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
You will implement internal controls and provide advice on effective and efficient methods for the acquisition and use of funds to support the organizations' programs and activities.
You will perform a variety of fiscal, accounting and other financial management duties and responsibilities depending on the needs of the organization.
You will use systems such as Standard Accounting and Budgeting Reporting System (SABRS), Navy Enterprise Resource Planning, Command Financial Management System and SABRS Management Analytical Retrieval Tools and other various systems as applicable.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience formulating budgets and estimating support plans, programs and activities.
-Experience tracking budgets, funding, and execution of budgets.
-Experience reviewing and evaluating budget requests from multiple departments.
-Experience implementing internal controls and providing advice on effective and efficient methods for the acquisition and use of funds to support an organization's programs and activities.
This position is within the Work Category SUPERVISORY & MANAGEMENT at Work Level FULL PERFORMANCE, Series and Grade GG-0501-13.
