This position is located in the Service Center Operations Directorate, Center Operations and Records Division (CORD).
As an Immigration Services Analyst, you will research and conduct studies, plan and conduct a variety of management programs of activities that directly impact Service Center Operations.
Duties
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Identify, analyze, and verify data to make recommendations in terms of scope of operational procedures, implementing innovation when and where possible.
Plan and conduct a variety of management programs or activities that will impact office activities or operations.
Research and provide technical guidance and support in the form of both written and oral communication, products, and services to various USCIS office management staff in the application of management systems and/or programs.
Upon completion of DHS certification as necessary, performing and/or supporting Contracting Officer Representative (COR) functions or contractor oversight to ensure compliance with the contract and the Statement of Work/Performance Work Statement.
Respond to case specific and general filing inquiries from internal and external customers and appropriately distribute and/or resolve help desk inquiries.
Develop criteria and organize data to evaluate and improve the effectiveness of program or management operations.
Brief, train, present, and communicate technical and complex information in a plain language format that is comprehensible to all management and staff of varying levels of technical expertise.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/01/2024.

GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Developing background information for studies;
Compiling and charting statistical data used to evaluate program effectiveness;
Gathering, summarizing, and analyzing information for incorporation into final reports;
Identifying and recommending solutions to problems relating to office operations.
OR
You may substitute a Master's degree or two (2) full years of graduate education leading to such a degree in any field, or a J.D. or L.L.B. degree for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.
GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Reviewing, verifying, and consolidating information and statistical data for final reports;
Conducting studies to identify, analyze, and recommend solutions to problems in organizational structure, administrative procedures, work processes, or workload distribution;
Using analytical techniques to assess factual or procedural issues related to management processes, systems, and programs.
OR
You may substitute a doctoral degree (PhD or equivalent degree) or three (3) full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.
GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Conducting detailed analyses of complex functions and work processes such as production standards, workloads, and appropriate staffing levels;
Developing guidance on management evaluation techniques;
Developing manuals and directives covering the administrative aspects of office operations;
Gathering, summarizing, and analyzing information for incorporation and presenting at high-level training, briefings, or presentations.
