WHAT IS THE PGLD - PRIVACY, GOVERNMENT LIAISON AND DISCLOSURE DIVISION?

Vacancies will be filled in the following specialty areas:
Privacy, Governmental Liaison and Disclosure (PGLD), Governmental Liaison, Disclosure and Safeguards (GLDS)
The following are the duties of this position at the full working level.
The Disclosure Manager manages a staff of technical and clerical employees performing disclosure duties and is responsible for assigning, directing, and reviewing the work of subordinates; planning, scheduling, and
coordinating work operations; planning and carrying out the training and development of employees; evaluating employees' work performance; and performing all other related administrative functions.
The incumbent develops and adjusts fiscal year work plans and formulates workload forecasts for the overall
activities of the field or campus office based on Disclosure management directives. The incumbent ensures that programs, policies, and management applications recommended are fully compatible with the technical and administrative provisions of the Internal Revenue Code, Regulations, and Rulings.
This position is responsible for planning and directing the disclosure program for a field or campus office
comprised of one or more states and/or federal district courts, including providing managerial direction and
functional guidance in support of the program.
Serves as the top-level management advisor and provides technical and administrative guidance and legal
interpretations on highly complex disclosure/privacy issues.
Develops and administers local disclosure and privacy practices which may have nationwide or international
impact. Briefs Senior Manager about highly sensitive cases/issues and the status of major studies
or reviews. Alerts the Senior Manager to technical and programmatic concerns with potential area,
nationwide, or international impact. May be called upon to assist HQ Disclosure in setting or formulating
national disclosure policy.
Coordinates and integrates the disclosure program with field Operating Divisions and other functions. Identifies/provides formal and informal training for disclosure staff and other internal and external customers. Establishes communication networks to strategically manage relationships and deliver program information to all customers.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: IR-04 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
