About the Position: Serves as the International Military Student Specialist with responsibility to provide support to the International Military Student Office (IMSO) providing personal affairs support and in the execution of the IMSO logistical resources and the Field Studies Program (FSP) to International Military Students (IMS) and their family members at the NCO Leadership Center of Excellence (NCOL CoE).

Duties

Serves as a Property Manager for IMSO, assisting the IMSO director in the establishment of, plans, and executes IMSO’s life cycle policies for acquisition, receiving, storing, accounting, cataloging, and management of all directorate property. Coordinates and assists in the logistical support of International Military Students (IMS) to include assessing, requesting, and implementing transportation plans, assisting with luggage and transportation to temporary billeting or quarters. Coordinates and assist IMS with contracts for activating their utilities to include, electricity, gas, water and sewer, television, internet, and telephone. Serves as the Contracting Officer Representative for Health Insurance Reviewing Contracts. Perform duties as the Contracting Officer Representative for the purchase and maintenance of equipment contracts and other training materials for IMS attending training at the NCOL CoE. Provides advice and guidance to IMSO personnel on the use of government funds and the expenditures regarding IMSO administrative budgets and the IMSO Operational Budget.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must possess a valid driver's license and ability to drive a 15-passenger van.
  • Incumbent will be required to travel at least 15% of the time while serving in this position.
  • Position requires long periods of standing and walking in all weather conditions.
  • Position requires lifting of up to 50-100 lbs.
  • May be required to work weekends, extended workdays, holidays, and overtime.
  • Pre-employment physical and annual physical required.
  • This is a drug testing position. The incumbent of this position shall be subject to periodic and random urinalysis drug testing as required by AR 600-85.
  • Incumbent is required to attend and successfully complete the Intermediate International Military Student Office Course.
  • Work will also require stand-by or on-call tours of duty.
  • Within 6-months of appointment, must obtain/maintain Contracting Officer’s Representative certification.
  • Must be able to obtain and maintain a Secret security clearance.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Computer SkillsCustomer ServiceTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
