This vacancy is for a Management and Program Analyst position in the Office of Secretary, the Office of the Chief Information Officer (OCIO), in the Department of Commerce. In this position you will be responsible for analysis and management of contracting activities, including development of acquisition strategy, as well as the planning, execution, monitoring, inspection, and acceptance, for numerous IT contracts varying in size and complexities across multiple functional and program areas.

Duties

As a Management and Program Analyst, you will perform the following duties: Finalizes acquisition strategies for current and future fiscal years, leads efforts, and coordinates with other OCIO acquisition personnel. Monitors Capital Planning and Investment Control (CPIC) compliance. Collaborates with the budget office on the updating of the Master Contracts List (MCL) and with stakeholders, identifies any contracts that may be expiring in the next fiscal year, and leads the necessary efforts to closeout or renew the contract through established procurement channels. Administers and manages contracts to include using spreadsheets to track burn rates, preparing contract modification supporting documentation, electronic Acquisition Request Forms (eARFs), purchase requests, etc., reviewing invoices for accuracy and submitting promptly for payment, onboarding and offboarding contractors, reviewing and analyzing contractor deliverables throughout the period of performance to verify solutions and products meet contractual requirements and were executed within scope, schedule, and budget, and monitoring performance, issues, and risks keeping stakeholders informed and escalating to the Contract Officer as needed. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the GS-13 level, you must have one year of experience (equivalent to at least the GS-12 level or pay band in the Federal service) that includes performing the following duties: Develops solicitation packages in 3 of the following documents: (Performance Work Statement (PWS), Statement of Work (SOW), Statement of Objectives (SOO), Acquisition Plans, Market Research Reports, Source Selection Plans, Limited Source Justifications IT Checklists, Cost Evaluation Reports, and supporting documents as needed; and Analyzes and compiles technical reports and Information Technology (IT) technical summaries; and Analyzes and develops acquisition strategies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
