The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development and environmental reviews and studies. Duties

This position is located within the United States Department of the Interior. Bureau of Ocean Energy Management, Office of Renewable Energy Programs. This position can be located in either Sterling, Virginia or virtual. This position is being advertised as both location negotiable after selection and with a duty station( of Sterling, Virginia with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1) Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of renewable energy requirements under Title 41 of the Fixing America's Surface Transportation Act (Fast-41). 2) Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans, identification of risk mitigation strategies, and resource constraints in support of achieving program objectives. This includes developing detailed plans to improve efficient operations; implementing plans and initiatives to achieve mission and policy objectives; assessing program accomplishment and making course corrections when necessary. 3) Conducts oversight and inspections of reports, actions and work products for compliance with National Environmental Policy(NEPA) and/or other environmental/natural resource statutes, regulations, guidance, policies, plans and working planning time frames. 4) Provides assistance to Office of Renewable Energy Programs Project Coordinators and staff, assisting with determining funding requirements, prepares and justifies budget estimates, balances program needs, allocates resources, assist with the evaluation of renewable energy policy and rule-making proposals, planning and leasing activities, and reviews of renewable energy plans. 5) Fosters partnerships with other bureau offices and divisions, Federal, tribal, state and local agencies, industry, nongovernmental and academic community. The Bureau of Ocean Energy Management has determined that the duties of this position and the selectee may be allowed to telework a certain number of days per pay period with supervisory permission. Salary Information for Sterling, Virginia GS-14, Step 1: $139,395/00 to GS-14, Step 10: $181.216.00 per annum. If you are selected for a virtual location, your pay will set for the location in which you live. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the specialized experience for the series to which you are applying. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: To qualify for this position you must meet the specialized experience for the series to which you are applying. Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Experience employing project management methodologies and tools at the organizational (enterprise) level to improve performance. 2) Experience managing and leading multiple, complex projects simultaneously and analyzing and reporting on status. 3) Experience collaborating with others to establish and measure key performance indicators to monitor progress, budget and timelines against goals. 4) Experience coordinating all aspects of the preparation, review and publication of natural resource management or environmental compliance documents, such as National Environmental Policy Act (NEPA) environmental impact statements (EISs) and environmental assessments (EAs) or Coastal Zone Management Act (CZMA) consistency determinations and certificates. 5) Experience writing clear and concise briefing papers, correspondence, reports, and responses to Congressional inquiries. 6) Experience coordinating with and reviewing the work of project coordinators or an interdisciplinary team subject matter expert. Must meet 4 of the 6 above statements. Desired but not required: Federal Acquisition Certification for Program and Project Managers(FAC-P/PM) or PMP/Lean Six Sigma Certification.
