This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

The HUD/VASH Program is a partnership between the Department of Housing and Urban Development (HUD) and the Department of Veterans Affairs that provides case management, supportive services, and subsidized housing vouchers for eligible homeless Veterans. The HUD/VASH Program allows eligible Veterans to obtain safe, affordable, accessible, permanent housing in a location of his/her choice. The primary goal of the program is to help move Veterans and their families out of homelessness. A key component of the program is case management provided by VA Social Workers. This position has percent of work with supervision of staff assigned to the position and a percent of direct Veteran care. Percentages are determined by the supervisor and needs of the program.
The Organizational Location of the Position is: VA North Texas Health Care System, Mental Health Division, Dallas, and Fort Worth, Texas.
Duties may include but are not limited to:
The HUD/VASH Supervisory Social Worker interviews Veterans and their family members/significant others to establish facts about the Veteran's situation, presenting problems and their causes, and the impact of such problems on the Veteran's functioning and health as part of a comprehensive psychosocial assessment. The incumbent interprets and explains VA's treatment and benefit programs.
The incumbent reviews all data, subjective and objective, and makes a clinical assessment identifying needs and strengths. The incumbent interprets data and to identify viable treatment options. The incumbent assesses high risk factors, acuity, and need for services.
The incumbent serves the Veteran, who tends to have frequent and severe crises, lack family or an adequate community support network, may fail to follow through with instructions and treatment plans, or have significant deficits in coping skills and require continuing professional psychosocial support.
The incumbent independently evaluates the client's situation, including the Veteran's reaction and ability to deal with it, and arrives at a reasoned conclusion. The incumbent uses professional judgment and advanced practice skills, based on the psychosocial assessment, to make a psychosocial diagnosis. The incumbent assesses at-risk factors and develops a preliminary disposition plan involving the Veteran and as appropriate the Veteran's family and/or significant other. The incumbent performs assessments of serious and complicated cases involving psychiatric illness involving psychiatric, catastrophic medical conditions, dementia and other high-risk diagnoses.
The incumbent provides clinical services to Veterans and family members/significant others in support of the Veteran's treatment. The incumbent gives advice, guidance, emotional support, and other assistance. The incumbent provides individual and group counseling services, including psychotherapy in some settings. The incumbent assists and encourages Veterans and significant others in facing problems, thinking them through, evaluating the situation realistically, considering alternative courses of action, and arriving at plans for using resources to resolve problems.
The incumbent treats Veterans with serious medical and psychiatric problems through counseling or referral. The incumbent treats Veterans with complex problems, histories of non-compliance with treatment and inability, or unwillingness to participate in treatment.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Education. You must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Supervisory Social Worker GS-12
Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Ability to independently organize work, set priorities, and meet multiple deadlines.
Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
Ability to ensure provision of clinical social work services.
Ability to provide staff training and development.
Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities.
