This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Social Worker Program Manager serves as Designated Learning Officer (DLO). The DLO serves as a senior educator within the VANTHCS liaison to VACO Institute for Learning, Education, and Development (ILEAD). The incumbent has chief responsibility for the initiation, administration, coordination, management, evaluation, improvement, and control of all employee educational program activities. The development of these activities includes elements which reflect both long- and short-term priorities of the VANTHCS mission; characteristics of current and projected staff, both clinical and administrative; and the availability of educational resources from within the VA system, as well as utilization of affiliated universities, colleges, and other technical institutions. Duties include but are not limited to: The Designated Learning Officer (DLO) formulates, administers, and monitors local policies and procedures on the use and allocation of VANTHCS employee education resources including AH-postgraduate funds, tuition support, and other sources of support to ensure that they are distributed in accordance with the educational needs in relation to VANTHCS 's current mission and vision for the future. The DLO is responsible for the formulation, implementation and evaluation of all policies and procedures that apply to the conduct of employee educational activities in VANTHCS and that these policies conform to all statutory and regulatory guidelines. The DLO is VANTHCS' staff educational professional/technical expert. As such, the incumbent serves as Chair of the Education and Organizational Health Committee. DLO provides policy planning, analysis, advisory and consultative services and project evaluation expertise for a broad range of staff focused educational programs in VANTHCS and to the VISN 17 leadership training program. Moreover, the DLO participates in the public promotion and marketing of all staff focused educational events in VANTHCS and its interagency partners. The incumbent is responsible for the submission of grants and award proposals for Staff Development initiatives in VANTHCS and, to a limited extent, VISN 17. The DLO directs and administers VANTHCS's continuing education and mandatory staff training program. This responsibility involves survey development, administration and identification of educational needs and the providing of resources to meet those needs. The DLO ensures that the continuing education and mandatory staff training at VANTHCS will meet the standards set by organizations accrediting/surveying VANTHCS and VA Educational requirements set forth by VHA Institute for Learning, Education, and Development (ILEAD).. The DLO is VANTHCS liaison to ILEAD. In this capacity, the DLO is responsible for performing assessments of local educational needs that can best be served by ILEAD, for the Health Care System/VISN/Network needs and resources. The DLO may serve as a consultant and associate to Human Resource Management Service. The incumbent will assist in the assessment, analysis, development, design, conduct and evaluation of employee development programs which will include, but are not limited to employee competencies, performance management, and evaluation. Basic Requirements: Citizenship: Be a citizen of the United States. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website http://www.cswe.org/Accreditation to verify if that social work degree meets the accreditation standards for a master of social work Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Social workers must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). Grade Determinations: Social Worker (Program Manager), GS 14 Experience/Education: One year of experience equivalent to the GS-13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities (KSA). In addition to the experience above, the candidate must demonstrate all the following KSAs. It is recommended to provide a written narrative format of the subparagraphs below: a. Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. b. Ability to translate management goals and objectives into well-coordinated and controlled work operations. c. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. d. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. e. Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. f. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. g. Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. h. Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient center care. Preferred Experience: Experience with planning, implementation, supervision, and management of staff development training to enhance educationally disadvantaged, vocationally underdeveloped employees Experience with program assessment, Lean Six Sigma practices, statistical analysis or other approaches for evaluating program effectiveness and correcting program deficiencies when they occur. Experience with consulting practices, providing management with valuable information regarding training, career development, vocational and personnel issues in order to achieve and maintain a reputation as an employer of choice. Experience with public promotion and marketing of staff focused educational events at the facility level. Experience with administrative supervision of staff members or a team.
