You will serve as a Financial Management Analyst in the Midshipmen's Centrally Billed Account (CBA) of NAVAL ACADEMY.
Duties
You will conduct research, applies or coordinates corrective actions, reconciles, acknowledges, and certifies Centrally Billed Account (CBA) invoices.
You will review all CBA transactions for accuracy and certifies CBA invoices for payments to the Charge Card Vendor (Citibank).
You will correct any discrepancies between the Commercial Travel Office (CTO) and the Charge Card Vendor (CCV).
You will provide non-DTS entry agents (NDEAs) and approving officials with regulatory guidance on CBA reconciliation.
You will run various reports to determine the status of CBA invoices (Open, Unmatched, Rejected, etc.) and tracks the efficiency of the reconciliation process.
You will serve as the point of contact for all callers and visitors who request information or guidance regarding: CBA reconciliation, creating authorizations, vouchers and local vouchers and other complex issues.
Requirements

- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications
FOR GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Researching, interpreting, and applying Joint Travel Regulations (JTR) and other governmental travel policies and procedures for travelers, in addition to assisting users with travel management system training for systems, such as Defense Travel System (DTS); 2) Operating various travel and financial management systems to properly analyze data and to efficiently audit travel and financial records; 3) Serving as the primary point of contact for DTS Self Registration of new incoming class and verifies and maintains personal profiles in DTS to assure user access and accountability. 4) Communicating effectively in writing and verbally while providing excellent customer service to internal and external customers.
FOR GS-07
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying Joint Travel Regulations (JTR) and other governmental travel policies and procedures for travelers; 2) Assisting users with travel management system training for systems, such as Defense Travel System (DTS); 3) Serving as primary point-of-contact for various travel programs similar to DTS Help Desk and the Unit Travel Card (UTC) program; and 4) Communicating effectively in writing and verbally while providing excellent customer service to internal and external customers.

master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree

LL.B. or J.D., if related

1 full year of graduate level education
or
superior academic achievement
