About the Position: This position is located within the U.S. Army Corps of Engineers, Huntington District office in the USACE Dam Safety Modification Center (DSMC) and the Great Lakes and Ohio River Division Dam Safety Production Center (DSPC), Management Support Division. You will support A/E contracting procurement and task order administration to deliver A/E contract services for design work and various civil works structures, associated with dam and levee modification across USACE.
Duties
Prepares contract documents and technical requirements for Architect-Engineer design and multiple award task order contracts.
Participates on or advises contract selection panels.
Assist in the development of procurement plans and acquisition strategy by reviewing previous history, market conditions, and specifications/technical data packages.
Evaluate pay estimates for accuracy and pay them timely.
Analyze contractor performance and objectively document successes and deficiencies and work to resolve them.
Review and use scopes of work to develop or assist in the development of Quality Assurance Surveillance Plans and ensure those standards are met to the satisfaction of the scope.
Read and understand highly complex engineering drawings and scopes of work.
Perform cost and technical analysis for all negotiations to determine fair and reasonableness of technical price proposals, participates in and/or leads negotiations.
Evaluate Requests for Equitable Adjustment and assist in negotiation of settlement.
Performs site visits as necessary to observe progress, gather data, advise and interact with PDT/field personnel as well as to monitor contractor performance.
Procures, maintains, and administers drilling, testing, and design support contracts for the center.
Maintains active networking within the A/E contracting community, and communicates regularly with Contracting Division.

Specialized Experience for GS-09: One year of specialized experience which includes assisting with engineering support services for design work, preparing portions of contract documents and Architect-Engineer contract scopes of work and estimates, writing specifications, reports and plans for modifications to civil works structures (dams and levees etc.).This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
Specialized Experience for GS-10: One year of specialized experience which includes with limited oversight, developing contract documents and technical requirements for Architect-Engineer contracts, drafting Architect-Engineer scopes of work and estimates, writing specifications, reports and plans for modifications to civil works structures (dams and levees etc.), and observing site inspections of construction projects.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Specialized Experience for GS-11: One year of specialized experience which includes independently overseeing engineering support services for design work, developing contract documents and technical requirements for Architect-Engineer contracts, negotiating and administering Architect-Engineer contract scopes of work and task orders, writing specifications, reports and plans for modifications to civil works structures (dams and levees etc.), conducting site inspections of construction projects, and reviewing contractor submittals for contract compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
