About the Position: This position is located within the U.S. Army Corps of Engineers, Huntington District, Dam Safety Production Center. You will support A/E contract services procurement and task order administration to deliver A/E contract services for design work, etc. required for various civil works structures, especially those associated with dam and levee modification across USACE.
Duties
Prepares contract documents and technical requirements for Architect-Engineer design and multiple award task order contracts.
Participates on or advises contract selection panels.
Assist in the development of procurement plans and acquisition strategy by reviewing previous history, market conditions, and specifications/technical data packages.
Evaluate pay estimates for accuracy and pay them timely.
Analyze contractor performance and objectively document successes and deficiencies and work to resolve them.
Review and use scopes of work to develop or assist in the development of Quality Assurance Surveillance Plans and ensure those standards are met to the satisfaction of the scope.
Reviews technical/engineering scopes of work produced in-house (by others) for quality assurance.
Read and understand highly complex engineering drawings and scopes of work.
Perform cost and technical analysis for all negotiations to determine fair and reasonableness of technical price proposals, participates in and/or leads negotiations.
Evaluate Requests for Equitable Adjustment and assist in negotiation of settlement.
Performs site visits as necessary to observe progress, gather data, advise and interact with PDT/field personnel as well as to monitor contractor performance.
Procures, maintains, and administers drilling, testing, and design support contracts for the Center.
Reviews technical/engineering scopes of work produced in-house (by others) for quality assurance.
Reviews project and programmatic submittals and requests for information for design and construction contracts.
Maintains active networking within the A/E community, and has high level communication with Contracting Division.

Specialized Experience:
[GS-12]: One year of specialized experience which includes providing engineering support services for design work, preparing contract documents and technical requirements for Architect-Engineer contracts, writing specifications, reports and plans for modifications to civil works structures (dams and levees etc.); and conducting site inspections and reviews for contractor submittals.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
