This position is located in the Executive Office for the Cyberspace and Digital Policy (CDP) Bureau, U.S. Department of State. You will be responsible for preparing annual financial plans, congressional submissions, preparing travel vouchers, maintaining availability of funds, preparing monthly status reports, obligating funds, monitoring payroll costs and transfer of labor charges, and making responsible adjustments to current and prior year funds.
Duties
Act as the lead Budget Analyst, responsible for a wide range of analytical, technical, advisory and planning functions related to the execution and management of the CDP Bureau budgets and budgetary documents.
Develops budgetary policy and procedural guidance in support of new or revised program and budgetary requirements and examines the budgetary impact and significance of new or revised legislation, policies, and procedures.
Assists with the development, drafting, negotiations related to interagency agreements and memoranda of understanding as they relate to budgets and planning. Plans, organizes, coordinates, and carries out annual and multi-year budgeting.
Assists management with the development of short- and long-range financial plans reflecting the widely diversified objectives of each program; cost-benefit and other analyses for recommending changes in funding and budget plans.
Develops budget and program policy, processes, procedures, and guidance for executing financial management plans and programs. Monitors control systems to ensure funds allocated are proper based on an analysis of budget estimates.

- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience overseeing and providing direction and guidance related to the formulation and execution of budgetary activities.
-Experience analyzing and evaluating budgetary proposals, reimbursement agreements, and financial plans.
-Experience managing procurement activities.
-Experience in financial management and planning tasks.
There is no substitute of education for specialized experience for the GS-14 position.
