Duties
Typical work assignments include:
Serves as an expert consultant to functional teams to assist them in anticipating, identifying, evaluating, mitigating and minimizing risks associated with IT systems vulnerabilities.
Identifies issues and obtains authoritative resolution of issues pertaining to conflicts among CISA functional areas, technical areas, or divisions.
Ensures that the implemented security safeguards are adequate to assure the integrity, availability and confidentiality of the information being processed, transmitted or stored consistent with the level of sensitivity of that information.
Reviews and evaluates security incident response policies.
Develops policy or advocates for changes in policy that will support new initiatives or required changes/enhancements.
Consult with customers to evaluate functional requirements and translate functional requirements into technical solutions.
Provides expert assessments of proposed design measures' feasibility, based on broad knowledge of parameters imposed by the IT infrastructure and operations.
Leads, coordinates, communicates, integrates, and is accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities.
Advise employees on administrative subjects such as performance, work duties or leave request.
Identify employee developmental or training needs to ensure successful growth.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying:
QUALIFICATIONS FOR THE GS-14: Basic Requirement Competencies: The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Specialized Experience:
You qualify for the GS-14 grade level if you have at least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing ALL of the following duties:
Advising stakeholders on IT system vulnerabilities, policies, or security strategies.
Communicating with external/internal stakeholders on cybersecurity operations. AND
Developing cybersecurity policy that will support new initiatives or requirement changes/enhancements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
