This position works in the Complementary Integrative Health (CIH) Deployment Team and is matrixed to an assigned Field-Based Implementation Team (FIT) under the direction of the Office of Patient Centered Care and Cultural Transformation (OPCC&CT).

Duties

The Health System Specialist renders advice on operational policies and assures these policies are coordinated with and in support of administrative functions in coordination with the supervisor. The incumbent performs the following major duties and responsibilities:
Assembles and manages multiple teams of people, including contractors and VA subject matter experts, who create content for various on-site and on-line Health and Wellness Coaching and Whole Health Pathways/Whole Health Partners courses. Manages, with Lead Physician, course content revisions that incorporate participant feedback and evaluations and to meet ever-changing needs of the field, and to meet changes in policy guidance and national directives. Ensures that course content meets national standards for certification eligibility, where applicable.
Facilitates culture change by consultation, coaching, mentoring and providing services and specialized engagements to integrate a Whole Health model.
Partners and communicates frequently and directly with leadership and staff, as well as other internal and external staff and stakeholders to achieve overall goals of the program.
Participate in the development of educational models, tools and other resources to support implementation of Whole Health in the field.
Performs a variety of senior level analytical, planning, evaluative and advisory work.
Participates in discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information; investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of action; and mutually resolve problems.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2024.
Required Time in Grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For this vacancy, applicants must have held grade GS-12 or higher for at least a year to be eligible for the GS-13 grade level of this position. The grade must have been held in the Federal service but may have been in any occupation. You must provide the correct SF50 verifying time in grade, please see qualifications section.
Note: Examples of appropriate SF-50's include:
Within grade increases at the highest grade held; or
Promotions with an effective date more than one year old; or
SF-50's at the highest grade held with an effective date more than one year old
Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
To qualify for the GS 0671 occupational series, applicants MUST possess one of the following:
Undergraduate and graduate education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
General Experience: Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system.
OR
Special Provision of In-service placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
AND
Specialized Experience: In addition to the IOR above, you must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Providing subject matter expertise as a National Board for Health and Wellness Coach (NBHWC) board-certified Health and Wellness Coach, on Health and Wellness Coaching, program management and managing projects focused on Health and Wellness Coaching and Whole Health Pathways/Whole Health Partners education, and expertise in mentoring these professions.
Analyzing and evaluating, on a quantitative and/or qualitative basis, the effectiveness of programs.
Developing reasonable milestones, monitoring the status of implementation objectives, and managing the schedules, timelines, and resources needed to complete projects.
Experience working with broad interdisciplinary teams and external stakeholders for Whole Health growth and sustainment.

Preferred Experience: Ability to independently investigate complex issues, analyze problems and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the health care delivery system.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Incumbent will be required to have a valid driver's license to visit multiple locations with the FIT area of responsibility. Travel is 25% or less.
