This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category and/or Critical Need Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as a Canine Handler assigned to the Directorate of Emergency Services
Duties
Perform patrols within the jurisdiction of the military installation as a Military Working Dog (MWD) Handler.
Conducts preliminary investigations utilizing a MWD to search out illegal narcotics, explosive devices, and apprehend and take into custody suspected violators associated with any crime that may have been committed.
Performs advanced on/off leash obedience, controlled aggression, safely utilizes MWD in congested areas.
Enforces the laws of the United States, the Uniform Code of Military Justice (UCMJ), and applicable local regulations involving persons and property.
Conducts traffic patrols, sets up road blocks and directs traffic.
Conducts continual training of assigned MWD to maintain a high level of proficiency in all areas of utilization, adheres strictly to safe MWD handling practices ensuring the safety of all persons and property.
Prepares and/or conducts demonstrations in reference to MWD handling as directed.
Uses word processing and web-based Law Enforcement computer programs to establish, update, query or print detailed reports, forms, and citations concerning all incidents and action taken.
Requirements
- This position requires Rotating Shift work.
- Must obtain and maintain a Secret security clearance.
- Must be able to obtain and maintain a valid state driver's license.
- Pre-Appointment and Annual Physical Examination required.
- Must pass the record Physical Ability Test (PAT) within 30 days of the hiring date.
- Must qualify and maintain qualification for the Individual Reliability Program.
- Successfully graduated from the United States Army Civilian Police Academy; or successfully graduate within 12 months of hire date.
- Successfully graduated from the Department of Defense, Military Working Dog Handler Course or complete within one year of hire date.
- Must be able to successfully pass training, certification and qualification requirements related to LE and MWD work.
- This position requires pre-employment drug testing and random testing thereafter.
- Required to meet the Lautenberg Amendment requirements and sign the Department of Defense's (DD) Form 2760 (Qualification to Possess Firearms or Ammunition).
- This is a Mission Essential designated position and subject to immediate recall.
- Required working overtime, nights, weekends, and holidays on a rotational basis around a 24-hour day, 7 days a week.

Specialized Experience: One year of specialized experience which includes working with canine partner to maintain law and order, preserve the peace, protect life, and civil rights, detect and investigate crimes, arrest or apprehend violators and perform patrols within the jurisdiction of the military installation. (1) experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property; (2) specialized experience may have been gained in work on a police force; (3) through service as a military police officer; (4) in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; (5) in performing criminal investigative duties. The OPM Qualification Standard states experience must have provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Some federal jobs allow you to substitute your education for the required experience in order to qualify.
