You will serve as an Intelligence Specialist as the lead planner and policy expert for the Marine Corps Counterintelligence (CI) programs. The position is located at HQ US MARINE CORPS in Arlington, VA.
Duties
You will analyze current intelligence threats and vulnerabilities to develop policies that mitigate risks to national security.
You will collaborate with intelligence agencies to assess emerging threats and recommend strategic responses.
You will draft reports and briefings for senior officials on counterintelligence strategies.
You will advise government agencies on counterintelligence policy development and implementation and evaluate existing policies and propose enhancements to improve effectiveness in countering espionage and security breaches.
You will develop long-term counterintelligence strategies aligned with national security priorities and coordinate with interagency teams to integrate policies across departments and ensure consistency in implementation.
You will specialize foreign intelligence operations portion of counterintelligence policy and conduct research and analysis to support the development of specialized policies.
You will provide expert guidance to policymakers and operational units on emerging threats and mitigation strategies.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-Year DCIPS trial period requirement.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Apply analytical skills to understand intelligence operations, policy development and classified information;
Work with other intelligence functions to fully integrate counterintelligence/human intelligence into all source analysis;
Support the Intelligence Division's subject matter expert for review of and input to the Doctrine, Organization, Training, Material, Leadership, Personnel and Facility (DOTMLPF) Working Group ensuring that all functions are synchronized;
Plan, develop, coordinate and implement detailed solutions to meet Service, Joint, Department of Defense (DoD) and non-DoD intelligence manpower, training, certification and education requirements.
