Duties

Serves as the Senior Technical Advisor on Operations for organic Air Force ISR capabilities, including capability development and planning and programming, for the HQ USAF Deputy Chief of Staff for ISR and Cyber Effects Operations (CEO), and the Director of ISR Operations (AF/A2/6O): Provides in-depth, technical subject matter expertise on U.S. and foreign partner ISR capabilities. Provides expert advice on tasking, collection, processing, exploitation, and dissemination (TCPED) systems and architectures (current and planned) that is necessary for understanding and defeating adversary air forces and for joint force advantage. Advises USAF leadership on the full spectrum of intelligence operations/capabilities related to offensive and defensive operations, including ISR tasking, collection, exploitation, processing, targeting, and support to acquisitions. Coordinates and directs ISR policy, operations, and programmatic issues between AF/A2/6, the Office of Secretary of Defense (OSD), the Under Secretary of Defense for Intelligence and Security (USD (I&S)), the Office of the Director of National Intelligence (ODNI), national intelligence agencies, sister service intelligence directorates and subordinate field commands. Disseminates information on new or updated ISR operational policies, capabilities, and programs applicable to the USAF. Establishes and maintains direct liaison activities and staff coordination channels with national intelligence organizations, the military services, and combatant commands. Additionally, the Senior Technical Advisor will maintain a large span of influence over a range of activities to ensure development, execution, and assessment of USAF ISR operations. Furthermore, the person filling this position will serve a key role for the AF/A2/6O by providing continuity during personnel changeovers and absences. Serves as USAF representative, senior technical adviser, and senior consultant for Air Force ISR operations/capabilities. Serves as a chief technical advisor and advocate for the integration of intelligence disciplines across the USAF ISR enterprise. Articulates and advocates USAF requirements and priorities for the collection, production, and accessibility of ISR operations in support of the joint warfighter through internally developed processes and participation in executive-level IC forums. Serves as an authoritative consultant and/or member on senior leader IC and Department of the Air Force boards and panels charged with advising on and evaluating the need for intelligence production and acquisition programs. Represents AF/A2/6 in executive-level meetings with senior leaders from other USAF Staff, Field Commands, National Security Agency (NSA), Defense Intelligence Agency (DIA), National Reconnaissance Office (NRO), National Geospatial-Intelligence Agency (NGA), other military services, combatant commands, and other national agencies on matters affecting the global intelligence enterprise. Maintains cognizance of the activities of key defense intelligence producers, collectors, and processors to identify solutions and implement changes necessary to enhance operational activities. Interacts routinely with senior level OSD, USD(I&S), CJCS, ODNI, and other intelligence consumers to determine their intelligence needs, solicit feedback on the adequacy of intelligence support, and initiate new capabilities to expand collection and analysis capacity/fidelity. Identifies or validates ISR novel and experimental collection system requirements concepts, ensuring a smooth integration of the concepts into existing programs.

  • PROBATIONARY PERIOD. An individual's initial DISL career appointment becomes final only after the individual successfully completes a 1-year probationary period.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. A. MANDATORY TECHNICAL QUALIFICATIONS (NTE 2 Pages per MTQ): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: 1. Expertise in the planning, programming, budget execution, and evaluation of multi-billion-dollar programs the National Intelligence Program, the Military Intelligence Program, service programs and customer funding. 2. Mastery of technical policy and ISR capabilities, intelligence operations/capabilities related to offensive and defensive operations, need for intelligence production and acquisition programs, and integration of collection systems. B. JOINT DUTY ASSIGNMENT REQUIREMENT: Joint IC Duty certification is a prerequisite for appointment to senior executive, senior professional, and DCIPS positions classified above GG grade 15. NOTE: Applicants without Joint Duty Credit are still highly encouraged to apply for the position and this requirement can be waived. Candidates for this position will be reviewed for receipt of joint duty credit. Education

Education: A master's or advanced degree in international relations, business administration or management is highly desirable as is completion of senior military education and executive development programs.
