The primary purpose of this position is to serve as the Operations Officer for the Air War College. Serves as principal advisor to the AWC Commandant on issues relating to administrative oversight of AWC support programs; exercises supervisory and managerial authorities, integrates and facilitates synergy of AWC visions and missions with leadership across Air University.

Duties

Plans, organizes, and oversees the operations and support activities of AWC. Exercises supervisory personnel management responsibilities. Leads and participates in special projects and initiatives and performs special assignments to include long-term and short-term planning, functional/technical advice and guidance, and continuity of management. Directs the activities of AWC to provide financial, personnel, facility, and communication support to all mission sets. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Key position - meets all requirements as a category 4 designation. Shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Must be able to obtain and maintain a TOP SECRET clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: (1) directing the efforts of multiple work units to achieve organizational goals; (2) providing functional and technical advice concerning financial and personnel management; (3) formulating program goals, plans, policies and procedures related to operations management. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of large, complex organizations, programs, operations, directives and procedures which includes manpower, communications support, military and civilian personnel management, finance, and infrastructure. 2. Knowledge of mission, roles, functions, organizational structures, and operations of DoD and AF organizations to provide AU level staff guidance, mentor, motivate, and appraise the staff of an organization. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 6. Ability to demonstrate leadership and technical skills in ambiguous and resource-scarce environments to identify development goals and objectives, develop comprehensive project plans, identify and address program deficiencies, and when necessary direct ad hoc teams. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
