You will serve as a Supervisory Instructional Systems Specialist in the Naval Education and Training Command of SURFCOMSYSTRNCMD SAN DIEGO LS.
Duties
You will define training system requirements and align instructional methods to maximize the effectiveness of existing training system
capabilities.
You will perform life cycle monitoring and maintenance of all curriculum supporting Reconfigurable Training (RCT) objectives.
You will be responsible for the development and sustainment of all training related products aligned to policy and guidance within the assigned Learning Center’s domain.
You will direct, research and study to identify new methodologies, technologies, and techniques to improve the development and delivery of assigned Learning Center’s training.
You will instruct employees in specific tasks and job techniques and provide training to new employees in accordance with established procedures and practices.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying principles, practices, and methods in the planning, development, administration and coordination of education or training programs; 2) Evaluating theories and strategies to assess the effectiveness of instructional programs throughout learning center(s); 3) Reviewing and approving administrative policies and procedures, curricula, instructional methods and techniques, and qualifications of staff and faculty; 4) Planning, assigning work, training, and counseling employees.

Education
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successfully completed a 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
- Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
- Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
- Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
- Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
- Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
