You will serve as an INSTRUCTIONAL SYSTEMS SPECIALIST at the Marine Corps Recruiters School of USMC RECRUITING COMMAND.
Duties
You will analyze existing Marine Corps Recruiters School (MCRS) courses to design, develop or improve, and maintain the curricula, programs of instruction, lesson plans, products, and other materials.
You will serve as the command’s principal advisor regarding curriculum development, modern training techniques, and educational methodologies.
You will proactively identify factors that negatively impact a training or educational program and develops alternative techniques or solutions.
You will provide guidance and recommendations regarding staff and instructor training, evaluations, and recognition programs.
You will utilize databases and other virtual platforms that demonstrates the efficiency of training information management techniques and applies knowledge of training systems to modify/update manuals.
You will attend academic conferences and professional meetings to remain current in training and educational research, technology, and teaching methodologies.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector Initiating and managing the development of training programs and instructional materials that encompass new or anticipated changes in educational, instructional, or performance technology.

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
- Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
- Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
- Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
- Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
- Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
In lieu of specialized experience listed in the Qualifications section, applicants may qualify for the GS-11 position based on education OR equivalent combination of experience and education as follows:
3 years of progressively higher level graduate education leading to a Ph.D. degree
or
Ph.D. or equivalent doctoral degree
or
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
