This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.
Duties
As a Deputy Director Human Resources Deputy Director of Human Capital Services, you will:
Serve as a Deputy Director, senior HR generalist, responsible for planning, directing, and supervising all activities of the HCS organization, and for advising and assisting all levels of management within the Department on services, analysis, support and oversight needed by the Department on personnel matters.
Manage the operating human resources program by directing a comprehensive operating program.
Exercise full personnel authority to supervise the human resources staff in servicing a highly technical workforce that contains a large portion of complex, professional, administrative, and technical positions.
Provide advisory and consultative services to managers and employees concerning Human Resources Management, interpret and apply a wide range of laws and regulations, review new legislations, Executive Orders, Office of Personnel Management and Office of Management and Budget issuances, and may represent the Director, Chief Human Capital Services, at meetings and conferences concerning human resource operational matters.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
Supervising the application of rules, regulations, and procedures related to any of the following areas of human resources servicing:
Recruitment and Staffing; OR
Position Management; OR
Classification; OR
Pay Administration; OR
Leave Administration; OR

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
