You will serve as a Human Resources Specialist (Labor and Employee Relations) in NAVMEDSUP DET JACKSONVILLE FL. This position is a 100% Local Remote approved position. This position may require you to report in person for an established amount of days per pay period if you reside within the Jacksonville, Florida; Pensacola, Florida; Falls Church, Virginia; Portsmouth, Virginia commuting area.

Duties

You will serve as agency management representative and/or technical advisor in hearings. You will provide advice and guidance to management in areas of civilian personnel law. You will prepare, discover, develop case theories and use alternative dispute resolution methods to resolve cases. You will serve as technical advisor in hearings or proceedings before Federal Labor Relations Authority on issues such as Unfair Labor Practices, Negotiability Disputes and Representation Cases.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Security Clearance Required: This position requires the ability to obtain and maintain a Secret security clearance. Inability to obtain and maintain the required clearance level may be a cause for removal from the position.
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience serving as a senior consultant and advisor to management in all areas of Employee Relations, including conduct and performance matters, non-disciplinary, disciplinary, and adverse actions, medical related matters, leave programs, administrative and negotiated grievances. Experience serving as senior consultant and advisor to management in all areas of Labor Relations, including serving as technical advisor, negotiating team member or chief spokesperson in contract renegotiations, mid-term bargaining, and impact and implementation negotiations, and developing bargaining objectives and strategies. Experience in serving management as technical representative or agency representative in wide range of forums, such as Merit Systems Protection Board, Equal Employment Opportunity Commision, Federal Labor Relations Authority, etc. Experience developing and providing training in all aspects of Employee and Labor Relations.
