The primary purpose of this position is to serve as a PROGRAM MANAGEMENT SPECIALIST NH-0301-03, which determines and authoritatively recommends unique/innovative methods to implement program management policies based on vague and incomplete directions/guidance. Receives assignments for staff studies, surveys, and projects in support of AF-wide issues and initiatives.
Duties
Serve as project lead/manager, regularly leading a variety of project team(s) across organizational lines and conducting organizational program and process related studies and analysis of serviced organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, and work processes to improve mission effectiveness, and resource allocation.
Plan, organize, and oversees the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs.
Participate in special logistics related operation projects and initiatives and performs special assignments.
Represent the organization with a variety of installation and functional area organizations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements; demonstrates skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate; takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility; leads and guides others in formulating and executing team plans; possesses an operational understanding of organizational goals and priorities and fully complies with administrative policies, regulations and procedures when performing job operations; works with customers to develop a mutual understanding of their requirements; probes for detail, as appropriate, and pays attention to crucial details of needs or requests.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.
Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
