GS-07/09: The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of Human Resources Specialist, GS-0201-11. GS-11: The primary purpose of this position is: To serve as the Human Resources Specialist Suitability and Adjudication Specialist.

Duties

Manages the Automated Suitability and Security Clearance Process. Provides Employee Relations assistance to management characterized by a wide range of occupations where work processes are mental, judgmental, involve public contact, or are coordinative in nature. Initiates and Monitors the suitability and security automated systems. Provides technical guidance, information, and assistance for a variety of Employee Relations programs such as civilian leave program, civilian retirement, civilian awards and drug testing.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Human Resources Management Series 0201. GS-07 SPECIALIZED EXPERIENCE: Applicant must have at least one year of specialized experience at the GS-05 (or higher) grade level or equivalent in other pay systems. Examples of such experience include: Providing basic knowledge of fundamental Federal HR affirmative employment, recruitment and placement principles, policies, practices, methods, and analytical techniques. Applying basic knowledge of other HR process sufficient to relate recruitment and placement issues to them. Using basic knowledge of Federal suitability and adjudication employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of routine, interrelated activities; and troubleshoot difficult problems referred by less experienced specialists. Assists in advising management on moderately controversial or sensitive, and moderately difficult recruitment, placement and affirmative employment, and suitability issues and problems. Applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment. Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. OR EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or Superior Academic Achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Using a working knowledge of Federal suitability and adjudication employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities; and troubleshoot very difficult problems referred by less experienced specialists. Advising management on controversial or sensitive, and difficult recruitment, placement and affirmative employment, and suitability issues and problems. Applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment. Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. OR EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-11 SPECIALIZED EXPERIENCE: Applicant must have at least one year of specialized experience at the GS-09 (or higher) grade level or equivalent in other pay systems. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of, and skill in applying a wide range of: Federal HR affirmative employment, recruitment/placement and
employee management relations, suitability risk level criteria laws, Executive orders, policies, concepts, and various HR
policies, practices, procedures, and management controls of the civilian recruitment and placement functions. Federal
regulations regarding suitability, adjudication and personnel.

2. Knowledge of, and skill in applying, a wide range of civilian Human Resource Management concepts, principles, and
practices; local and higher level HRM procedures; the mission, functions, and programs of assigned organizations; and
analytical and evaluative techniques. Knowledge of pre-employment and other staffing requirements within the on-boarding
process.

3. Knowledge of word processing automation software functions and Tongue and Quill to support office operations and
produce a variety of textual, such as letters, reports, memos, spreadsheets, databases, and graphs. Ability to communicate
orally and in writing, clearly, concisely, and accurately.

4. Knowledge of Federal suitability and adjudication employment laws, Executive Orders, philosophy, concepts, principles,
methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities; and
troubleshoot very difficult problems referred by less experienced specialists.

5. Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, affirmative
employment, and suitability/adjudication issues and problems. Skill in security/investigation program rules, policies, procedures, operations, and principles to perform new hire investigation requirements and continued monitoring of investigation for employees working with children. Skill in pre-investigative review and referral requirements and adjudicating the suitability of applicants for and appointees to High Risk, Moderate Risk, and Low Risk level positions.

6. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-05 level is required to meet the TIG requirements for the GS-07 level.
One year at the GS-07 level is required to meet the TIG requirements for the GS-09 level.
One year at the GS-09 level is required to meet the TIG requirements for the GS-11 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
