The primary purpose of this position, PROGRAM ANALYST, NH-0301-02 is to provide expertise in analyzing Squadron processes to determine resolutions for problems and identify opportunities for improvements.
Duties
Perform studies, analyze data, prepare plans, reports, agreements, track action items, monitor support effectiveness with respect to program management, and provide briefings to management when necessary.
Plan, organize, and oversee the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs.
Participate in special logistics related operation projects and initiatives and perform special assignments.
Represent the organization with a variety of installation and functional area organizations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in operational understanding of organizational goals and priorities and fully comply with administrative policies, regulations and procedures when performing job operations. Working with customers to develop a mutual understanding of their requirements. Probe for detail, as appropriate, and pay attention to crucial details of needs or requests. Monitor and influence cost parameters of work, tasks and projects, ensure an optimum balance between cost and value. And/or establish priorities that reflect mission and organizational needs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Successful completion of a full 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post high school education and experience directly related to the work of the position as outlines above that meets the requirements of the positions. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
Knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
Knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.
Skill in interpreting and applying complex regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
