Under the general direction of the Management Services Officer, the Supervisor of Ultrasound, Mammography, Dexascan and General radiology directs assists, oversees plans and develops activities for Mammography and Ultrasound and works as a technologist as needed.

Duties

FUNCTIONS OR SCOPE OF ASSIGNED DUTIES: Given general guidelines and directions from the Management Services Officer and is expected to function with initiative and independent judgment in his or her sphere of responsibilities. Perform the Annual Performance Appraisals for both the assigned technical and clerical personnel. Incumbent will monitor and evaluate Lead technologists and subordinate employee's performance. Assures the Radiology Service has appropriate coverage in their section(s). Approves/disapproves all overtime and leave requests, ensuring proper coverage for the assigned sections is available. Oversees established holiday assignment roster, and assures standby coverage in the each section is properly assigned. Develops tours of duty and assigns tours for his/her section(s), encompassing all leave requests, FMLA, and Workman's Comp. Provide instruction and solutions to difficult problems that arise in the section(s). The incumbent must be able to give guidance in expeditious flow of productivity in all section(s). Participate as Interview Panel Member, evaluating candidates for positions in the section and making recommendations for employment. Makes recommendations to the Management Services Officer for employee's reassignments, awards and disciplinary actions. Formulate plans, delegate authority and follow-up on delegated tasks to assure effectiveness of assignments given to staff technologists. Assigns work and employees based on the difficulties of assignments and the capability of the employee. Assigns, directs and reviews work in progress, or upon completion, to ascertain problems and takes required corrective action. Knowledge of the processes for Reusable Medical Equipment. Incumbent will have thorough knowledge of SOP's that documents the process and procedures for cleaning, disinfection, sterilization and preparation of Reusable Medical Equipment Knowledge of the appointment and scheduling system in VistA. The individual must comply with VA directives and regulations concerning scheduling and canceling appointments to assure that they meet the criteria. Incumbent must assure that appointments are rescheduled within the appropriate time frames as outlined in hospital directives or memoranda. Collaborates with the Management Services Officer in formulating and implementing administrative and operational policies and procedures for assigned sections. This includes personnel, departmental space, budget, equipment, construction, updating equipment and oversees the Continuing Education Program for the technical personnel in that section. Keeps abreast of all Joint Commission educational policies, and under the direction of the Management Services Officer, oversees the Continuing Education Program for the section(s) under his/her purview including Technologist. Completes Biannual review of CBOBC competency folders. Keeps abreast in all Occupational Safety, Health Administration (OSHA) regulations and changes, and recommends and implements such changes within the Radiology Service Policy and Procedures. Supervises and guides subordinate technologists in accomplishing the goal of the Radiology Service set by the Management Services Officer. Keeps Service Chief and Management Services Officer, advised of all employees' performances, problems and needs. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist. Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE). Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience. At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies described at that level. Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Grade Determination GS-10: Supervisory Diagnostic Radiologic Technologist. [The technologist] functions as a supervisor for a group of DRTs at the GS-9 level and below which may include support staff. [The technologist] evaluates new products and equipment, making recommendations to supervisor concerning upgrades/new purchases that would improve operations. [The technologist] informs higher level management of anticipated staffing variances and informally recommends promotions, reassignments, or other personnel changes such as retention or release of probationary employees, and recognition of superior performance in the diagnostic radiologic area. [The technologist] directs the development and implementation of services and treatment to patients through the supervision, mentoring, and oversight of assigned clinical staff. Experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. The candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): i. *Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation. ii. Ability to evaluate quality management procedures and processes. iii. *Ability to analyze and use data effectively to manage workload, quality, performance, and productivity. iv. *Skill in developing new policies and guidelines as needed. v. Skill in problem solving and conflict resolution. Grade Determination GS-11: Supervisory Diagnostic Radiologic Technologist. The incumbent functions as section supervisor for a group of advanced DRTs at the GS-10 level and below, which may include support staff. The incumbent evaluates new products and equipment and makes recommendations to the supervisor concerning upgrades/new purchases that would improve operations. The incumbent develops and maintains protocol manuals for procedures performed in the section. The incumbent is responsible for implementation and adherence to all safety practices and policies for the section. The incumbent directs the development and implementation of services and treatment to patients through the supervision, mentoring, and oversight of assigned clinical staff. Experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. The candidate must demonstrate all of the following technical KSAs: I. Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation. ii. Ability to analyze and use data effectively to manage section workload, quality, performance, and productivity. iii. Skill in problem solving and conflict resolution. iv. Ability to supervise technologists performing a wide variety of difficult radiographic exams (CT, MRI, Special Procedures, Mammography, Ultrasound). v. Ability to interview and evaluate candidates for positions, evaluate subordinate performance, recommend appointments, advancements, or recommend or take appropriate disciplinary actions. vi. The full performance level of this vacancy is GS 10. The actual grade at which an applicant may be selected for this vacancy is in the range of 10 to 11. Physical Requirements:The physical demands of the work includes: Heavy lifting, 45 pounds and over; moderate carrying, 15-44 pounds; pushing up to 4 hours; reaching above shoulder; use of fingers, good dexterity (both hands required); prolonged walking, prolonged standing; repeated bending; ability for rapid mental and muscular coordination simultaneously; far vision correctable in one eye to 20/20; ability to distinguish basic colors; hearing (aid permitted); speed in working; and emotional stability. Must have the ability to stand and work while wearing a lead apron for possibly long periods of time.
