The Diagnostic Radiologic Technician will serve as Supervisory Technologist at medical facilities with comprehensive and complex radiographic and imaging programs. Employees in assignment plan and direct the technical operations of the Imaging Department at affiliated medical centers or outpatient clinics, and have full supervisory responsibility for clinical staff. The program typically includes full variety of specialties.
Duties
Supervisor has a complete and thorough knowledge of all functions under his/her purview. The supervisory area of responsibility encompasses CT, MRI, And Angiography
Develops tours of duty and assigns tours for his/her section(s), encompassing all leave requests, FMLA, and Workman's Comp
Given general guidelines and directions from the Management Services Officer and is expected to function with initiative and independent judgment in his or her sphere of responsibilities.
Assures the Radiology Service has appropriate coverage in their section(s). Approves/disapproves all overtime and leave requests, ensuring proper coverage for the assigned sections is available. Oversees established holiday assignment roster, and assures standby coverage in the each section is properly assigned
Provide instruction and solutions to difficult problems that arise in the section(s). Give guidance in expeditious flow of productivity in all section(s).
Participate as Interview Panel Member, evaluating candidates for positions in the section and making recommendations for employment.
Makes recommendations to the Management Services Officer for employee's reassignments, awards and disciplinary actions.
Assigns work and employees based on the difficulties of assignments and the capability of the employee. Assigns, directs and reviews work in progress, or upon completion, to ascertain problems and takes required corrective action.
Will formulate plans, delegate authority and follow-up on delegated tasks to assure effectiveness of assignments given to staff technologists.
Prepare Capital Investment Proposals by gathering and providing data to the Management Services Officer The incumbent will assist the Management Services Officer with the development, interpretation, and application of service policy, budget, and long-range plans.
Assists with Performance Improvement pertaining to his/her assigned technical staff, and is responsible for overseeing departmental monitors and evaluations, as well as overseeing the design and fostering of approaches to continuously improve the quality of the interdepartmental activities. Examples: 48 hr turn-around time for reporting Radiology Exams, 30 day scheduling of OP, Critical Values, Incomplete work list and Department Safety program.
Assist in preparing the Radiology Service for the Joint Commission inspection and maintains all Joint Commission. Assists with updating and revising all Joint Commission Radiology booklets and the department's policy and procedural manual.
Assists in preparing the department for the Systematic External Review Program Inspections such as CAP, OIG, and GAO. Keeps abreast in all Occupational Safety, Health Administration (OSHA) regulations and changes, and recommends and implements such changes within the Radiology Service Policy and Procedures.
Assists with overseeing the administrative performance of the Radiology Service Decision Support Service (DSS) and the Performance Improvement monthly report, as well as assist the Management Services Officer in the preparation of the annual budget.
Responsible for maintaining all section(s) assigned in accordance with standards established by the Management Services Officer, Chief of Radiology Service and the Veterans Administration.
Stays informed of all Joint Commission educational policies, and under the direction of the Management Services Officer, oversees the Continuing Education Program for the section(s) under his/her purview including Technologist.
Supervises and guides subordinate technologists in accomplishing the goal of the Radiology Service set by the Management Services Officer. Keeps Service Chief and Management Services Officer, advised of all employees' performances, problems and needs.
Orients all newly hired technical and clerical staff to the Radiology Service Staff, Policies/Procedures and all responsible equipment, as wells as ensure all technical skills are evaluated when initially assigned to a specific section.
Works with the Management Services Officer in managing his/her assigned section(s) in the Radiology Service and thus applies independent judgment in day-to-day operations. Serves under the general supervision of the Management Services Officer.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: DRT's must be proficient in spoken and written English as required by: 38 U.S.C. 7402(d) and 7407 (d)
Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). A copy must be provided along with resume.
Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: At least one year of experience equivalent to the next lower grade level that demonstrates the clinical competencies described at that level.
GS 11: The incumbent functions as section supervisor for a group of advanced DRTs at the GS-10 level and below, which may include support staff. The incumbent evaluates new products and equipment and makes recommendations to the supervisor concerning upgrades/new purchases that would improve operations. The incumbent develops and maintains protocol manuals for procedures performed in the section. The incumbent is responsible for implementation and adherence to all safety practices and policies for the section. The incumbent directs the development and implementation of services and treatment to patients through the supervision, mentoring, and oversight of assigned clinical staff. Experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. The candidate must demonstrate all of the following technical KSAs:
i. *Ability to develop and initiate new imaging services that apply current research findings.
ii. Ability to participate as an instructor in the facility's in-service clinical training findings.
iii. Ability to interview and evaluate candidates for positions in the section and recommend appointments, advancements, or, when appropriate, disciplinary actions.
iv. Ability to evaluate performance, identify continuing education and training needs, etc.
v. *Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation.
vi. Skill in participating in organizational facility initiatives, workgroups, and/or committees.
vii. Ability to draft and/or recommend organizational policies and/or directives.
GS-12: At least one year of the following types of experience comparable to the next lower grade level that fully meets the KSAs at that level. Assignment to this grade level is restricted to those serving as the chief radiologic technologist at medical facilities with comprehensive and complex radiographic and imaging programs. Employees in these assignments plan and direct the radiologic technology program at active, affiliated medical centers with critical care and emergent inpatient services, and have full supervisory responsibility for a large staff of subordinate personnel, including GS-10 DRTs, at least one subordinate team leader or supervisor at the next lower grade level, and may include clerical or administrative support staff. At this level, the radiologic technology program typically includes the full variety of comprehensive and complex modalities. The candidate must demonstrate the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*):i. *Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and, when appropriate, disciplinary actions; and identification of continuing education and training needs.
ii. Ability to serve as a consultant to other facility personnel in evaluating and planning radiologic technology services for the most complex cases.
iii. *Ability to participate in research studies and/or as a consultant to others conducting research
.iv. *Ability to consult with staff and resident physicians through patient presentation, attending ward rounds, and specialty clinics and/or conferences, etc.
v. *Ability to assess, plan, and evaluate the delivery of radiologic technology services at the facility.

The full performance level of this vacancy is 12. The actual grade at which an applicant may be selected for this vacancy is in a GS-12.
