Duties

Prepare a variety of complex realty-related written reports, assessments, and multimedia communications. Seek and provide advice, share information, maintain awareness in changes in policy, regulations, and procedures and build relationships amongst peers within the realty program. Answer questions and provide guidance to the public, other offices, and external agency partners regarding complex realty issues. Enter and track data using automated systems and organize records related to realty applications and records ensuring accuracy and data quality. Interpret complex realty policies and laws related to processing realty authorizations, Federal Land Policy and Management Act (FLPMA) and the National Environmental Policy Act (NEPA) process.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-09: You must have at least 1 year (52 weeks) of specialized experience equivalent to the GS-7 in the Federal service. Examples include: Processing legal instruments such as rights-of-way, temporary use permits, exchanges, public sales, recreation and public purposes leases/patents, airport leases/patents, land classification, withdrawals, State selections, or trespasses; writing or reviewing National Environmental Policy Act (NEPA) analyses; experience implementing federal regulations related to land and resource management (e.g., NEPA, Federal Land Policy and Management Act (FLPMA), National Historic Preservation Act (NHPA)). -OR- Education: Have completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree in business administration, public administration or policy, or land use planning, or LL.B. or J.D., if related. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GS-11: You must have one year (52 weeks) of specialized experience equivalent to GS-9 in the Federal Service. Experience in or directly related to examination or adjudication of cases involving laws and regulations dealing with land and resources. Examples of qualifying specialized experience include any one of the following: (1) adjudication or examination of applications and claims for the disposal, use of, or title to public lands, issuance of leases, licenses, or permits for land or resources use, and resolving conflicts arising from use; (2) work in a legal field that includes substantial involvement in examinations of titles or other legal transactions involving acquisition, land use, lease or disposal of land; (3) title searching, abstracting, or interpreting land records, survey plats, or tract indexes and books, provided the work demonstrated an understanding of law, regulations, and policies associated with land management programs; and/or (4) work as a land appraiser that involved appraisal of undeveloped or marginal-type land. -OR- Education: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in business administration, public administration or policy, or land use planning. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Occasional onsite visits may require you to travers rough remote country by cross country vehicles or by foot, sometimes in extreme climate conditions to conduct field inspections. You will be required to operate four-wheel drive vehicles on and off-roads in isolated areas, drive long distances over rough gravel roads, operate all-terrain vehicles, fly in various small aircraft, and travel over water by raft, canoe and riverboat to field inspection sites. Work Environment: Work primarily in an office setting to occasionally working outside in isolated areas under extreme weather conditions. While doing Field Work, you will be expected to camp in a tent or bunkhouse in primitive conditions and will be exposed to all types of weather conditions ranging from summer temperatures to -10 F in winter for up to 15 days per month.
