This position is located with the Bureau of Indian Affairs, Alaska Region, Deputy Regional Director-Trust Services, Real Estate Services, Contracts Management in Anchorage, Alaska.

Duties
As a SUPERVISORY REALTY SPECIALIST (CM), your typical work assignments and/or responsibilities may include, but are not limited to the following:
Provides management of the contracts management program and trust and restricted property, ensuring the protection of trust assets and receipts of at least fair market value or agreed upon value.
Provides guidance to other Specialist in areas related to real estate services and review of complex or completed work to confirm, advice or determine accuracy of transactions, release of information, and completeness of work.
Consults with landowners and other interested parties about encumbrance process and other needs and documentation
Ensure beneficiaries, purchasers, landowners, and other interested parties understand the process, their options, and the requirements involved in executing and encumbrance.
Researches, analyzes, and review complex and conflicting problems and issues; provides findings and recommendations on problems/issues; provides guidance and direction to staff and landowners.
Verify that the encumbrance and related documents comply with statutory authority, laws, regulations, policies, and procedures.
Complete the recommendation for approval/disapproval of the encumbrance.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170).
GS-13: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-12 in the Federal Service (obtained in either the public or private sector). Specialized experience in providing oversight to management of encumbrances, trust and restricted property; authorizing appropriate distribution of funds; performing on-site inspections for compliance; recommending corrective action or changes needed; analyzing transactions including applications, land descriptions, appraisals, NEPA, TSR, and other clearances, to ensure compliance; consulting with beneficiaries, lessees, landowners and other interested parties about the contracting process, options, and other needs and documentation; provide technical assistance to tribes on all aspects of land management and realty transactions. Review complex problems and provides solutions. Develops and support program budget matters; provides guidance to staff, review completed work and advises on accuracy of transactions and completeness of work.
