This position is located with the Bureau of Indian Affairs, Alaska Region, Deputy Regional Director-Trust Services, Real Estate Services, Conveyances in Anchorage, Alaska. NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

As a SUPERVISORY REALTY SPECIALIST (CONVEYANCES), your typical work assignments and/or responsibilities may include, but are not limited to the following: Provides management of the acquisition and disposal program for trust and restricted property, ensuring the protection of trust assets and receipts of at least fair market value or agreed upon value. Provides guidance to other Realty Specialist, in areas related to real estate services, and does review of complex or completed work to confirm, advice or determine accuracy of transactions, release of information, completeness of work, etc. Consults with landowners and other interested parties about conveyance process and other needs and documentation. Ensure that beneficiaries, purchasers, other landowners, and other interested parties understand the process, their options, and the requirements involved in executing a conveyance. Researches, analyzes, and review complex and conflicting problems and issues; provides findings and recommendations on problems/issues; provides guidance and direction to staff members and landowners on findings and recommendations. Verify that the conveyance and related documents comply with statutory authority, laws, regulations, policies, and procedures. Complete the recommendation for approval / disapproval of the conveyance.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170). GS-13: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-12 in the Federal Service (obtained in either the public or private sector). Specialized experience in providing oversight to management of acquisition and disposal, trust and restricted property; authorizing appropriate distribution of funds; performing on-site inspections for compliance; recommending corrective action or changes needed; analyzing transactions including applications, land descriptions, appraisals, NEPA, TSR, and other clearances, to ensure compliance; consulting with beneficiaries, lessees, land owners and other interested parties about the contracting process, options, and other needs and documentation; provide technical assistance to tribes on all aspects of land management and realty transactions. Review complex problems and provides solutions. Develops and supports program budget matters; provides guidance to lower graded realty specialist in the areas of real estate services, reviews their completed work; and advises them on accuracy of the transaction and completeness of work.
