This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Mission Support Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as a HUMAN FACTORS SPECIALIST DE-0301-03, applying advanced techniques and methods to analyze and assess human system integration on Air and Missile Defense (AMD), Command and Control (C2), along with other complex Army systems.

Duties

Oversee critical aspects of Human System Integration (HSI) analysis for Air and Missile Defense (AMD), Command and Control Infrastructure (C2), and other Army systems. Coordinate the analysis of multidisciplinary and highly complex Human System Integration (HSI)/Human Factors Engineering (HFE). Address human factor matters impacting the mission and the well-being of soldiers in the Air and Missile Defense (AMD) and Command and Control Infrastructure (C2). Represent the organization on internal and/or external teams, developing impactful new policies and techniques. Develop implementation strategies and uses critical judgment to meet complex requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • This appointment is subject to completion of 3 year's probation period unless the appointee has previously met the requirements.
  • This position requires you to submit a Confidential Disclosure Report (OGE-450) upon entry, and annually thereafter.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for HUMAN FACTORS SPECIALIST: Specialized Experience for HUMAN FACTORS SPECIALIST DE-0301-03 (GS-12/13 Equivalent): One year of specialized experience which includes: 1) Managing and/or participating in the analysis of human systems, such as Human System Integration (HSI), Command and Control Infrastructure (C2), and/or other related systems; 2) Engaging in analysis collaboration focused on Human System Integration (HSI) and/or Human Factors Engineering (HFE) solutions; and 3) Suggesting potential solutions for human factors that impact the organization's mission. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DE-02 (GS-5/11 Equivalent). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade DE-02 (GS-5/11 Equivalent) for DE-03 (GS-12/13 Equivalent).
