You will serve as a Program Analyst in the Ranges and Targets Branch (N943) of IMMEDIATE OFC OF CHIEF OF NVL OPS. Duties

You will oversee requirements and resources for the operation and maintenance of Fleet Training Ranges; and improvement and modernization of training range instrumentation and threat emulation. You will coordinate issues and requirements for planning and programming to support development of Training Ranges inputs to the OPNAV N94 Program Objectives Memorandum (POM) submission. You will provide recommendations and analyses to OPNAV N9/N94 on all issues and policy that influence/impact the ranges' capacity and capability to support fleet training. You will oversee the operation, maintenance and sustainment and fiscal year budget execution of Navy Training Range Complexes. You will work to coordinate and prioritize requirements for the improvement and modernization of tactical training range instrumentation including electronic warfare simulators. You will serve as the lead for Training Range Sustainment and assessment of impacts of encroachment and potential mitigations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing Program Analyst work applying a mastery knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Navy Training Ranges that include Air, Sea and Underwater ranges. Specialized experience must demonstrate the following: 1) Establishing and Prioritizing program requirements to ensure the maximization of program effectiveness across all mission areas. 2) Collaborating with various agencies to improve and modernize programs and systems. 3) Providing recommendations and analyses to leadership on issues relating to policies that influence/impact the program. 4) Defending program requirements throughout the Planning, Programming, Budgeting and Execution Process (PPBE).
