You will serve as a Congressional Program Analyst in the Integration of Capabilities and Resources of IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will be responsible for effective, comprehensive investment strategy development, strategic communications assessments and presentations associated with all phases of the Navy's Planning, Programming Budgeting and Execution (PPBE) process.
You will advise senior leadership and CNO, recommending and defining strategic investment themes and priorities for CNO's POM development and defense.
You will develop written and oral testimony in support of Congressional hearings, ensuring alignment with established strategic messages and themes.
You will provide feedback to the staff with regard to Congressional interest items, and assists in the development of responses and proactive actions to address Congressional concerns.
Requirements

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Recommending and defining strategic investment themes and priorities with all phases of the Planning, Programming Budgeting and Execution process; 2) Providing strategic assessments for Congressional Engagement, and publications that communicate the viewpoints of an agency regarding corporate position; 3) Developing written and oral testimony in support of Congressional hearings, ensuring alignment with established strategic methods; and 4) Developing strategic communications, messages and themes.
