The Health System Specialist position is in the Immediate Office of the Functional Champion (OFC) for the Department of Veterans Affairs' (VA) Electronic Health Record Modernization Integration Office (OEHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA). The incumbent functions as a principal member of the office and a liaison between internal and external stakeholders regarding administrative management functions.
Duties
Provide expert guidance, advise, and assistant in the management of complex projects, studies, and actions items, keeping the OFC informed of critical developments.
Provide technical assistance and guidance to senior leadership om preparation, coordination, and administrative processing of staff actions.
Review and evaluate all special projects and action papers submitted to ensure the material is properly related to the basic issue, compliant, and appropriately coordinated.
Ensure the efficient operation of the executive office through proactive management and effective problem resolution.
Manage the operational schedule of the OFC. Develop and maintain long-range calendar and exercises control over appointments with authority for commitment of time.
Develop new clinical workflow best practices, directly impacting the efficiencies of clinical process improvements.
Analyze, evaluate, advise on and coordinate health care delivery systems and operations in relation to Electronic Health Records implementation.
Assess several alternatives to assist customer in justifying investments and budgeting, using activity-based costing principles and functional economic analysis.
Use required methodologies to conduct systems analysis to support clinical workflow processes.
Provide daily support and oversight to the integration processes of commercial products to current and future VA systems.
Provide technical expertise and management on the implementation of assigned programs and projects.
Research current and future solutions to plan for the integration of the new information technologies, transaction to new technologies and sunset of previous technologies.
Formulate long and short-term plans by analyzing policies, programs and directives to determine project requirements.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
This series requires an IOR (Individual Occupational Requirement):
Undergraduate and Graduate Education:Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: *Missions, organizations, programs, and requirements of health care delivery systems; *Regulations and standards of various regulatory and credentialing groups; and *Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

The Selective Placement Factor for this position is: Demonstrated experience in planning, project management, and development at the executive level with providing administrative support to senior management officials in VHA Central Office and/or Field (i.e. VISN/VAMC) locations including knowledge and experience with exposure to the information technology (IT) and/or electronic health records (EHR) management fields on a broad range of issues to include implementation of policies, practices, or operational management activities.
Quality Ranking Factors: This position includes knowledge, skills, and abilities/competencies that could be expected to significantly enhance performance in a position but are not essential for satisfactory performance. Applicants who possess such KSAs/competencies may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSAs/competencies.
Quality Ranking Factor for this position is: Strong experience and expertise in handling administrative functions either at VHA Central Office and/or field locations.
In addition to meeting the IOR and selective placement factors, candidates must also meet the grade level requirements as outlined below.
Specialized experience at the GS-13 level is defined as work that involves experience in business/clinical informatics principals, project management and healthcare activities; expert administrative skill to organize, coordinate, and negotiate to meet leadership goals; knowledge of clinical workflows such as nursing, , emergency department or other clinical areas in order to analyze EHR solutions and impacts; applying project management tools and techniques as well as change management theory and application; and communication methods and techniques, both oral and written, to provide detailed written and oral reports.

Physical Requirements: The work is sedentary, but may involve periods of walking, bending, stooping, lifting, carrying, moving (up to 50 pounds) components and supplies, reaching, pulling, and working at a keyboard and monitor. Subject to call back outside tour of duty.
