About the Position: Serves as Contract Management Specialist for Fort Wainwright Alaska Directorate of Public Works, with responsibility for supporting various types of requirements and administering contracts within the Contract Management Branch.
Duties
Serves as Contracting Officer Representative (COR) with responsibility for the planning, development, evaluation, and payment for various service contracts.
Monitors, reviews, and determines whether the contractor's performance is in compliance with terms and conditions of the contract requirements and Quality Assurance Surveillance Plan (QASP).
Develops, coordinates, and assists in the preparation of performance work statements (PWS), QASP, and independent government cost estimates with professional and technical personnel at all levels.
Serves as Procurement Coordinator with responsibility for a wide variety of budgetary and contract/procurement documents, administrative reports, and similar program documentation to justify and support projected program funding.
Prepares detailed findings and other documentation in cases of dispute over contract terms or specifications. Prepares replies to contractor claims, appeals, protests or congressional inquiries.
Requirements

- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450.
- This position may require some TDY travel – approximately 5%.

Specialized Experience GS-11: One year of specialized experience which includes performing contract administration and negotiation duties to include but not limited to, reviewing and analyzing existing and proposed contracts for construction projects to ensure documents have been completed as required by regulations and guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9).
